Home-ARP Funding Community Survey

The City of Rosemead is seeking the community’s feedback on the City’s housing and community service needs through an online survey, open until 11:59 PM on Tuesday, January 31, 2023. Rosemead is eligible to receive an allocation from the US Department of Housing and Urban Development (HUD) for HOME Investment Partnerships Program-American Rescue Plan (HOME-ARP) funding in the amount of $1,222,084 to address homelessness and increase housing opportunities in Rosemead.

The federal HOME-ARP program provides a total of $5 billion to eligible communities to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations. It is funded through the American Rescue Plan (ARP) Act.

HOME-ARP funds can be used for four eligible activities:

Production or Preservation of Affordable Housing
Tenant-Based Rental Assistance (TBRA)
Supportive Services, Homeless Prevention Services, and Housing Counseling
Purchase and Development of Non-Congregate Shelter

To receive these important funds, the City is required to conduct stakeholder and community outreach to solicit feedback on a proposed allocation plan. Therefore, we are cordially inviting the Rosemead community to provide the City with perspectives on eligible needs across our City. Your feedback, along with collected data and other stakeholder outreach, will assist in making decisions about how HOME-ARP funds will be used.

The purpose of this survey is to obtain views and ideas from the Rosemead community including residents, businesses, non-profit agencies, neighborhood associations, residents of public and assisted housing and other interested parties on housing and homelessness needs. All personal responses will be completely anonymous and will remain entirely confidential to protect the identity of participants. The survey will take approximately 10 minutes to complete.

To take the survey, please visit the Housing Division page on our website at www.cityofrosemead.org or click here. If you would like to request a hardcopy to complete, please visit City Hall at 8838 East Valley Boulevard.
We appreciate your time and participation in supporting the City’s efforts to improve housing and community service needs. For more information, please contact Management Analyst Charlotte Cabeza at (626) 569-2153 or [email protected].
