Owner-Occupied Rehabilitation Programs

Funds are available to assist 62 years and older, low- and moderate- income (0 to 80% of Maximum Federal Income) homeowners who own and occupy their home in making certain rehabilitation improvements and upgrades to their single-family residence. Households must income qualify based on the guidelines below:

Funds for these programs are limited and allocated on a first-come, first- served basis. The various programs the City offers are as follows:

The Grant Program offers financial assistance to owners of single-family units 62 years of age or older or considered disabled in need for critical health and safety-related improvements. The maximum grant is $20,000 per dwelling. An additional $5,000 may be approved by the City Manager in the case of roof replacements only.

Deferred Loan

The Loan Program provides a 0%, no monthly payment, deferred loan that forgives 25% for every 5 years the owner continuously lives in the home, does not take cash-out and does not change ownership of the property. At the completion of 20 years, the loan is 100% forgiven (becomes a grant). Eligible households must be low- and moderate-income who own and occupy a residential property that is their primary residence. The loan is available for repairs to the primary structure (detached garages are not included). Reverse mortgage homeowners are not eligible for this loan.

Based on improvement costs and funding availability without going over the loan-to-value limit

NOTE:The grant program require the recording of a covenant against the property for payment of liquidated damages in the amount of $10,000 if ownership is changed within one (1) year of the date of the completion of the work.

Eligible Improvements

Eligible improvements under these programs include but are not limited to; roof replacement (garages are not eligible), heating and air conditioning repair/replacement, electrical system (rewire and/or electrical panel), water line system/repair, waste/drain replacement/repair, window replacement, sewer line replacement/repair, foundation repair. Improvement must be approved by the City of Rosemead's Community Development Department before work begins and must be done by a contractor who is properly licensed through the State of California.

Process

  1. The application will be reviewed within a few weeks and a letter will be mailed or emailed regarding the status of your application. Please note, additional documents or clarification may be asked of the applicant.
  1. If approved, a bid walk will be scheduled with three or more contractors of the City’s choosing. The contractors will provide their cost for services requested by applicant.
  • A lead based/asbestos report may be required depending on the work. The cost for this report and any work that may be needed will be covered by the City separate from the grant amount.
  1. The City will choose the lowest bid with the applicant’s approval.
  1. Grant Agreement/Loan Agreement signing to be scheduled. This will also include a Covenant or a Deed of Trust that will be recorded on the property with the Los Angeles Registrar-Recorder/County Clerk.
  1. Construction Contract to be signed.
  1. Notice to be Proceed to be issued.
  1. Contractor and applicant coordinate a time for construction to start.
