While our counter is not currently open to the public due to the COVID-19 pandemic, appointments may be scheduled on a case by case basis by calling the Community Development main phone line at (626) 569-2140. Further, the Planning and Building & Safety Divisions continue to operate and move projects forward via phone, email and internet-based meetings (i.e., Zoom, GoToMeeting, etc.), please do not hesitate to contact us should you have a question about your project.

The City of Rosemead has prepared the Draft Annual Action Plan for fiscal year (FY) 2021-2022 beginning on July 1, 2021 through June 30, 2022. The Action Plan is a grant application to the U.S. Department of Housing and Urban Development (HUD) for the second of the five fiscal years covered by the City's current 2020-2025 Consolidated Plan. The Action Plan will appropriate approximately $738,492 of Community Development Block Grant funds and $337,512 in HOME Investment Partnership funds to specific activities for the 2021-2022 fiscal year to address strategic plan goals included in the Five-Year Consolidated Plan.

The public review period, as required by Federal Regulation 24 CFR 91.105(b)(2) and the City's Citizen Participation Plan, begins March 26, 2021 and runs through April 27, 2021. The Draft Annual Action Plan for fiscal year 2021-2022 is available for review here or if, and when, City Hall reopens due to reduced COVID-19 cases, a hardcopy of the Draft Annual Action Plan will be available at Rosemead City Hall, 8838 E. Valley Blvd., Rosemead.

The public is invited to submit written comments on the Draft Annual Action Plan to Priscila Davila, CDBG/HOME Consultant, at 8838 E. Valley Blvd., Rosemead, by email at or by telephone at (562) 673-3388. You may also contact Angelica Frausto-Lupo, Director of Community Development at or by telephone at (626) 569-2261 with any questions concerning the Draft Annual Action Plan.

The Rosemead City Council will hold a virtual Public Hearing on April 27, 2021 at 7 p.m. At this time, residents and other interested parties will be invited to provide comments on the Draft FY 2021-2022 Annual Action Plan. Comments will be received by calling (626) 569-2100 or they can be emailed at by 5 p.m. on April 27. A live phone call option may also be available by calling the number above during the Public Hearing.
