While our counter is not currently open to the public due to the COVID-19 pandemic, appointments may be scheduled on a case by case basis by calling the Community Development main phone line at (626) 569-2140. Further, the Planning and Building & Safety Divisions continue to operate and move projects forward via phone, email and internet-based meetings (i.e., Zoom, GoToMeeting, etc.), please do not hesitate to contact us should you have a question about your project.

The City of Rosemead will hold a Public Hearing on to amend FY 2019-2020 and FY 2020-2021 Annual Action Plans. The proposed substantial amendments to the CDBG-CV1, CDBG and HOME program activities and allocation are outlined in the Substantial Amendments document which can be viewed by clicking here during the public review and comment period beginning on February 16, 2021.

Those people wishing to comment on the proposed amendments should submit written comments no later than 5:00 p.m. on Monday, March 8, 2021 to Priscila Davila, CDBG/HOME Consultant, at 8838 E. Valley Blvd., Rosemead CA 91770, by email to prisciladh@yahoo.com, or by telephone at 562-673-3388. You may also contact Angelica Frausto-Lupo, Director of Community Development, at afrausto-lupo@cityofrosemead.org or by telephone at (626) 569-2261 with any questions concerning this notice.

The City Council will hold a virtual Public Hearing during the Council Meeting on Tuesday, March 9, 2021 at 7:00 pm. At that time, citizens and other interested parties are invited to provide comments on the proposed amendments to FY 2019-2020 and FY 2020-2021 Annual Action Plans.

Please note, the original Public Hearings for both the Substantial Amendments (information above) and the Citizen Participation Plan (information below) was scheduled for February 23, 2021. However, due to a lack of quorum, the meeting has been canceled and the Public Hearings regarding these two items have been postponed to March 9, 2021.

The City of Rosemead has revised the Citizen Participation Plan (CPP) for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs administered by the US Department of Housing and Urban Development. The CPP sets forth how the City will encourage public participation in the CDBG and HOME Programs planning process. The CPP was revised to clearly describe the policies and procedures for providing citizens and other interested parties with opportunities to participate in an advisory role in the planning, implementation, and evaluation of the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.

The City invites the public to review the draft CPP. Copies of the draft CPP will be available during the 15-day public review and comment period from February 4, 2021 through February 18, 2021. Click here to see the draft CPP.
