Price Gouging Enforcement Update

Los Angeles County has approved an urgency ordinance to strengthen protections for County consumers and small businesses, and to eliminate price gouging during the COVID-19 pandemic and other emergencies. Effective immediately, the ordinance authorizes the filing of civil actions against price gougers and imposes a civil penalty of up to $10,000 per violation.

If you've seen examples of price gouging in your community or online, report it to L.A. County's Department of Business and Consumer Affairs (DCBA) counselors.

  • City Hall
    • Beginning Tuesday, February 1st, City Hall reopen to the public and resume normal business hours, Monday through Thursday, 7:00 a.m. to 6:00 p.m.
  • City Council Meetings
    • The City will continue to live stream City Council meetings. You may submit a remote public comment by calling (626) 569-2100 or via email at [email protected] by 5:00 p.m. A live phone call option may also be requested by calling the number provided above or email at [email protected] before 5:00 p.m. Opportunity to address the City Council (on non-agenda items) is limited to 3 minutes per speaker. All comments are public record and will be recorded in the official record of the City.
  • Passport Services
    • Apply for a U.S. Passport at Rosemead City Hall by APPOINTMENT ONLY, on Mondays, from 10:00 a.m. – 4:00 p.m. Appointments can be made by visiting our website at www.cityofrosemead.org. Applicants without completely filled out forms, photos, and proper form of payment, at the time of the appointment may be required to reschedule their appointment.   • Temporary Eviction Moratorium
    • The State of California legislature has enacted, and the Governor has signed state laws, Assembly Bill No. 3088, which took effect on August 31, 2020, and Senate Bill No. 91, which took effect on February 1, 2021, that provide state-wide eviction and foreclosure protections for many residential tenants and property owners suffering from economic hardship due to COVID-19. These protections extend through June 30, 2021. On June 28, 2021, the Governor has signed Assembly Bill No. 832, which extended the eviction moratorium to September 30, 2021.

  • Planning and Economic Development Division
    • Restaurants can apply for a no fee Temporary Outdoor Dining Permit During COVID-19 Local Emergency to provide additional opportunity for restaurant establishments located in the City to expand their services outdoor within an approved area and in accordance with Governor’s Reopening Plan and Los Angeles County Public Health Officer’s Order.
    • The City’s Economic Development Division’s goal is to assist the business community as they begin to rebuild their business post-pandemic. The Economic Development Division Team is available to assist you during this time and throughout the year.     • The Economic Development Division has developed a Resource Webpage to assist the business community during the COVID-19 crisis. For more information, please visit: Business Page.
    • The Planning Division has streamlined the application and plan review process.  Plans may be submitted by email.  For more information, please contact the Planning Division at (626) 569-2140.
  • Building and Safety Division
    • Requests for inspections can be done by phone, the website, or in person at City Hall. Requests submitted before 5:00 p.m., Monday through Thursday, will be on the schedule for next day inspection. Please note: Friday inspections are morning only. We are closed on Fridays, so any inspection requested for Monday, will have to be submitted by phone, or the website on Friday before 5:00 p.m.
    • With the reopening of City Hall, customers can submit plans in person, however, we strongly encourage customers to submit plans and applications electronically. Payments by check may be submitted (in person) at the City Hall drop box (Monday through Thursday from 7:30a.m. to 5:30p.m). but payments are also encouraged to be mailed in.     • Small Business Administration (SBA) Disaster Loans

     Parks and Recreation Department:

    • Rosemead Aquatic Center
      • Beginning Monday, July 5, 2021, the following changes will be made:

    Swim Lessons

    • Increase swim lesson occupancy. 
    • Increase varies depending on the class – one to three participants per cycle.

    Recreation Swim

    • Tuesday and Thursday – 6:15 p.m. to 8:15 p.m.
    •  Friday – 1:45 p.m. to 3:45 p.m.
    •  Limit to 75% of occupancy for the facility.

    Lap Swim

    • No reservation is required.
    • Increase from one swimmer to two swimmers per lane.

    Aqua Aerobics

    • No reservation is required.
    • The locker rooms and showers will be open for public use.
    • Splash Zone
      • The Splash Zone is currently closed for maintenance.
    • Basketball Courts
      • The basketball courts at Rosemead Park will open on Monday, June 28, 2021.
    • Picnic Shelters
      • The picnic shelters will be available for reservation starting on Monday, June 28, 2021.
    • Garvey Community Center
      • The Garvey Center will open for public use starting on Monday, July 5, 2021.
    • Signage will be posted requiring masks to be worn by those who have not received a vaccination.
    • All user groups will be allowed to reserve rooms for meetings and private events.
    • The facility will offer a dine-in lunch program starting on Monday, July 26, 2021.
    • Rosemead Community Recreation Center
      • The Rosemead Community Recreation Center will open for public use on Monday, July 5, 2021.
    • Signage will be posted requiring masks to be worn by those who have not received a vaccination.
    • All user groups will be allowed to reserve rooms for meetings and private events.
    • Playschool Program
      • The Department will offer our Playschool Program starting in the Fall of 2021.
    • Senior Lunch Program
      • Senior Lunch Program participants will receive meals that they can take home.  Beginning Wednesday, July 7th, meals are available at Garvey Center on Mondays and Wednesdays from 10:00 a.m. to 11:00 a.m.  Participants will receive two lunches on Mondays (lunch for Monday and Tuesday) and three lunches on Wednesdays (lunch for Wednesday, Thursday, and Friday.)  Lunches are available on a first-come, first-served basis.     Public Safety:

    • Operating Hours
      • Beginning Monday, June 21st, Public Safety reopen to the public and resume normal business hours, Monday through Friday, 7:00 a.m. to 6:00 p.m., Saturday and Sunday, 10:00 a.m. to 2:00 p.m.
    • Street Sweeping
      • Street sweeping parking enforcement resumed on Monday, March 1, 2021. 
    • Parking Enforcement
      • All other parking enforcement is currently active and operating normally.  Please contact the Public Safety Department at (626) 569-2292 for assistance.
    • Traffic Violations
      • All traffic violation enforcement is currently active and enforced.  Temple Sheriff’s Station may be reached at (626) 285-7171 for non-emergency matters.  In the event of an emergency, please dial 9-1-1.
    • Animal Control Services
      • Services are available by calling the Public Safety Department at (626) 569-2292.  The Department is currently operating its normal hours of operation between 7:00 a.m. to 8:00 p.m.  Between the hours of 6:00 p.m. and 8:00 p.m., please leave a voicemail and staff will return your call.  For after-hour service, please contact the Temple Sheriff’s Station at (626) 285-7171.

    Public Works:

    • Transportation Services / Dial-A-Ride
      • No changes have been made to the Dial-A-Ride schedule. We will continue to offer Dial-A-Ride services for Rosemead residents 55 years of age or older or have permanent disabilities for a low cost of 50 cents each way. For more information, please call (626) 572-4099.

    • Street Sweeping

    • Trash Services
      • There are no changes to the City’s residential trash services schedules. For more information, please visit: Trash Services Information.
      • We encourage you to make any Republic Services payments online or by mail. You may also visit the Republic Services Customer Service Center located at 12949 Telegraph Road, Santa Fe Springs, CA 90607. The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m. For further information, please call Republic Services at (800) 299-4898.
    • Maintenance Services
      • While there are no programs occurring at the City’s public parks, regular maintenance and cleaning is occurring as per normal schedule. Should you have questions regarding the condition of a park, please call (626) 569-2158.

    L.A. County Sheriff’s Department (LASD Temple Sheriff Station):

    • In the event of an emergency, please call 9-1-1. Should you need to reach personnel at the Temple Station, please call (626) 285-7171.  LASD will focus on high visibility areas, especially at grocery stores and other places where the public congregates.

    L.A. County Fire Department (LACoFD):

    • Administrative Offices
      • All administrative offices for the Los Angeles County Fire Department (LACoFD) are closed to the public as a precautionary measure to protect the health and well-being of our communities and team members. This closure will remain in effect until further notice. While fire stations remain closed to the public, LACoFD firefighters and paramedics are available and ready to respond to 9-1-1 emergencies.

    L.A. County Department of Public Social Services:

    • The Department of Public Social Services is aware of the financial impact that the Coronavirus is having on the health and financial well-being of County of Los Angeles residents, leaving thousands unemployed or underemployed.  The department has provided the below resources to help residents who may be experiencing financial challenges due to the pandemic.     L.A. County Libraries in Rosemead: 

    Beginning Monday, April 19, 2021, designated libraries reopened to provide select in-person service to the communities.  Sidewalk Service will continue to be offered at these libraries.  The following services are available for in-person services: 

    • Browse the collection and checkout items
    • Public computer (up to 1 hour per customer)
    • Printing
    • Holds Pickup
    • Brief reference interactions to assist in finding materials or information
    • Free Wi-Fi

    The following is the Rosemead Library operating hours:

    • Monday 11:00 a.m. to 6:00 p.m.
    • Tuesday 1:00 p.m. to 8:00 p.m.
    • Wednesday 11:00 a.m. to 6:00 p.m.

    Key Preventative Steps:

    According to LA County Department of Public Health, the best ways to reduce the possible spread of the Coronavirus are:  

    • Stay at home when sick.
    • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
    • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
    • Avoid touching your eyes, nose and mouth with unwashed hands.
    • Limit close contact, like kissing and sharing cups or utensils, with people who are sick.
    • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
    • Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you do not have a tissue, use your sleeve (not your hands).
    • Face masks are most effective when used appropriately by health care workers and people who are sick.
    • Get a flu shot to prevent influenza if you have not done so this season.
