The City of Rosemead recognizes the dangers of smoking and secondary smoke. To encourage responsible tobacco retailing and to discourage violations of tobacco-related laws, especially those that prohibit the sale or distribution of tobacco products to minors, the City will require new businesses who sell, offer for sale or distribution, exchange, or offer to exchange for any form of consideration, tobacco, tobacco products, or tobacco paraphernalia without regard to the quantity sold, distributed, exchanged, or offered for exchange to obtain a Tobacco Retail License.
